Not certain, but I would imagine the problem may lie with the integration of custom maps taking away from Map Pack DLC demand. Just saying.But on a serious note, I bet they just do not know how to handle the brokering of custom map downloads. As we saw with COD4 and COD5 custom maps, they were quite large in comparison to COD2 for instance. Custom maps were usually downloaded via a 'Redirect' setup on the gameserver to point to a privately hosted fileserver by the server admin. Now that everything is hosted through Gameservers, having players downloading 60-120 MB custom maps could drive up Gameservers' bandwidth. I doubt they would allow for gameservers to redirect to private servers (outside Gameservers) to broker the custom map downloads.
